There are three types of ring tones - monotones, polyphonic and MP3 (in order of complexity). If your phone cannot download polyphonic tones, for example, then it will not download or play MP3 files either. There is no point in trying.
The quality of the polyphonic sound is measured in terms of how many voices it will play simultaneously. The higher the number, the better the sound. If your cell phone has only a limited polyphony, you will never be able to play the truly cool ring tones.
Your service provider as the limiting factor.
Not all service providers have invested as much in providing options for their users and licensing of certain pieces of music will preclude some providers from offering them as ring tones.
